TERMS OF REFERENCE for light-touch End of Progamme Evaluation of DFAT-funded programme ‘Sustaining and Scaling Pro-poor Urban Water and Sanitation Services in Maputo’’ implemented by Water & Sanitation for the Urban Poor

 

WSUP Mozambique seek a consultant to lead an external evaluation of Phase IB of the programme ‘Sustaining and Scaling Pro-poor Urban Water and Sanitation Services in Maputo’, funded by DFAT and implemented by WSUP. We expect this work to take max. 16 working days in October and early November 2015, including 1-2 days of rapid surveys among households and WASH facilities in the programme locations in Maputo.

 

Location: Maputo, Mozambique for data collection (otherwise flexible)

Fixed-term contract (16 working days during October 1 to November 10, 2015)

Closing date: September 15, 2015 (5pm GMT)

 

We are looking for a highly-qualified evaluator (with experience in conducting end of programme evaluations; person specifications are detailed in the ToR) – preferably from Mozambique or a neighbouring country.

 

It is important to note that this is a rather short contract (16 working days) spread over October 1 to November 10. Submission of the final evaluation report by November 10, 2015 is non-negotiable.

Communications Officer

Communications plays a central part in the delivery of WSUP’s strategic plan and achievement of its overall objectives. Reporting to the Communications Manager, the Communications Officer role is to implement a programme of compelling external communications through print and online media, campaigns and events in line with the Communications Strategy in order to increase WSUP’s visibility and ensure its key messages are wide-reaching, impactful and consistent across all channels.

This role will suit a communications professional with proven experience of producing engaging material, managing a number of digital communications channels, and evaluating the successes and learning points from all activities.

Director of Partnerships and Development

We are recruiting for a new Director of Partnerships and Development to work with the Chief Executive to devise and implement a Partnership Strategy, including establishing new relationships and managing and strengthening existing partnerships. You will lead, develop and deliver WSUP’s partnerships with institutional donors, companies, major donors and trusts. Responsible for managing a growing team, you will also be responsible for bringing talent into the organisation, building relationship management and enhancing fundraising capabilities.

The Director of Partnerships will bring successful experience of establishing and implementing successful and mutually beneficial value adding partnerships, preferably across non –profit and corporate sectors, engaging and building relations and managing key stakeholders with demonstrable expertise in securing income growth. You will have great team leadership ability and of equal importance; a genuine passion for the work of WSUP.
